А package of measures of state support for regions and waste management operators is being prepared

The deadline until March 29, 2020 was set at a meeting with the Minister of Natural Resources and Ecology of the Russian Federation Dmitry Kobylkin with responsible executives on the implementation of the tasks of reforming the solid waste management system and the implementation of the indicators of the federal project «Integrated Solid Waste Management System» of the national project «Ecology».


 

The head of the Russian Ministry of Natural Resources instructed to submit a full package of measures, providing for free and paid models of financial assistance. In addition, it was pointed out that measures should be both stimulating, in particular for regions successfully implementing the tasks of reforming the waste management system, and anti-crisis - to support the stability of the institution of regional operators.

At present, «Russian environmental operator» is completing the elaboration of proposals on measures to support investors implementing projects to put into commercial operation the facilities for processing and utilizing MSW, in the form of participation in the authorized capital of investors in accordance with the legislation of the Russian Federation and other mechanisms.

Granted measures are being approved for supporting the MSW management industry directly through the Ministry of Natural Resources of Russia by reimbursing Russian credit institutions for lost income on loans issued at a reduced rate for projects on the creation, reconstruction and modernization of MSW management facilities, state support for leasing transactions and other proposals.

To prevent the financial inconsistency of regional operators and to stop providing the public with municipal services for MSW management, the Ministry of Natural Resources of the Russian Federation has developed a draft decree of the Government of the Russian Federation, which proposes to provide regional operators with state support in the form of soft loans and other models of subsidies.
