Ministry of Natural Resources and Environment introduced the concept of packaging recycling

The Ministry of Natural Resources and Ecology of the Russian Federation has published a draft concept for reforming the mechanism Extended producer responsibility (EPR).


 

The draft concept involves the implementation of a set of measures designed to change the current inertial state of the EPR institute, to eliminate existing shortcomings of the existing EPR mechanism, and to create the conditions necessary for the interest of regional operators in waste management, including solid municipal waste and to increase their interest in implementation of activities for the processing and disposal of waste, which will ensure compliance with the indicators of the national project "Ecology".

The Ministry of Natural Resources and Ecology of the Russian Federation proposes to switch to a new system of relations starting with the following groups of products: batteries and mercury lamps, electronics and car tires. In accordance with the draft order, the transition to the new system is planned to be carried out in the period from 2022 to 2024. 

The main indicators of the reform are determined by the passport of the national project "Ecology". For example, 36% of household waste should be sent for recycling by 2024 instead of 7% in 2019.

To stimulate the maximum involvement of resources in the secondary circulation, recognition of the sale of secondary resources to procurers as non-profit activities and the cessation of the collection of secondary resources from individuals, tax on personal income, as well as the establishment of a zero or reduced rate of value added tax for regional operators and procurers are provided secondary resources.
