In March 2019 Russian Prime Minister Dmitry Medvedev said that the current "garbage payment system is not completely fair" and it is necessary to move from standard to payment "in fact".
Chairman of the State Duma Committee on Ecology and Environmental Protection, Vladimir Burmatov considers the project to be fully realizable, there is a positive experience of working with such a system in the world, and in Russia it will allow saving people who “produce” less garbage.
The opposite point of view was expressed by Ruslan Gubaidullin is executive director of the Clean Country organization of organizations, operators and specialists in the field of waste management.
According to Gubaidullin the institute of a regional operator was launched nationwide from January 1, 2019. According to the results of the first year of work, the actual amount of solid municipal waste will be understood. Moreover, it may be higher than the standard value, that is, in some cases, the payment “in fact” may lead to an increase in the final payment.
The Ministry of Environment stated that they had already prepared a draft government decree on switching to payment for garbage on the basis of the actual accumulated volume, but the mechanism reflected in it was not disclosed.
