Modern Solid Municipal Waste Management Complex Worth RUB 16.8 Billion to Be Built in Kursk Region

A unified solid municipal waste (MSW) management complex is planned to be constructed in the Kursk Region by 2030. The project roadmap was signed by Governor Alexander Khinshtein and VEB.RF on the sidelines of SPIEF-2026. The total investment volume amounts to RUB 16.8 billion.

The region faces a significant shortage of waste processing capacity. Currently, only two waste sorting complexes are operational (a third is out of service), while the bulk of MSW is sent to two landfills. By 2030, the region must achieve 100% waste sorting and at least 50% recycling. In addition, the Starovo landfill is scheduled for closure and remediation by 2021. The new complex, with a capacity of at least 300,000 tons of MSW per year, will include sorting lines, organic fraction composting with a capacity of at least 120,000 tons per year, and a landfill site for approximately 200,000 tons of residual waste. It is designed to comprehensively address these challenges and become the core infrastructure for the region under the national project "Ecological Well-being."

The project will be implemented under a concession agreement with the support of VEB.RF and the use of preferential project financing mechanisms. The previously considered project with Flagman company, which had a capacity of 150,000 tons per year, was rejected as it did not fully allow the achievement of the national project’s target indicators.

The complex is expected to be equipped with machinery produced by Uralvagonzavod-Trans JSC. Since 2024, the company has been actively developing the production of automated municipal solid waste sorting complexes (AMSWC). These solutions make it possible to create technological lines of any capacity depending on the region’s objectives and include equipment for sorting, composting the organic fraction, producing solid fuel from waste (RDF), and other stages of MSW processing.

An example of an already implemented project using these technologies is the KPO “Sibir” in the Tomsk Region — one of the largest complexes in Siberia and the Russian Far East. The facility with a capacity of 250,000 tons of MSW per year (with the possibility of expansion up to 300,000 tons) was commissioned in September 2025.

Issues related to the construction of modern facilities and the effective management of the organic fraction are regularly discussed at industry platforms. In particular, at Wasma-2026, these topics were covered in the panel session “Maximum Pressure: Effective Functioning of the Waste Management Industry in the Current Environment” and the thematic session “Experience in Implementing and Strategic Prospects for Organic Waste Utilization.”

The AMSWC equipment manufactured by Uralvagonzavod-Trans JSC is included in the register of Russian industrial products, the list of high-tech products of the Ministry of Industry and Trade of Russia, and complies with the requirements of the Special Investment Contract (SPIC 2.0). It directly helps Russian regions meet the targets of the federal project “Circular Economy.”

The implementation of such large-scale regional projects confirms sustained demand for modern domestic solutions in the waste management sector. These initiatives make professional platforms especially relevant, where representatives of regions, operators, and manufacturers can discuss practical issues of design, construction, and operation of modern complexes.
