Experts supported the new methodology for calculating the environmental fee rate prepared by the Ministry of Natural Resources of the Russian Federation and agreed with other agencies. The new version of the document describes which increasing coefficients will apply to non-ecological goods and types of packaging. According to experts, the new methodology will encourage companies to abandon non-recyclable materials. They also believe that the fee for the eco-collection is proportional to the damage to the environment. As explained by Denis Butsaev, CEO of PPK REO, the more environmentally friendly the packaging or the product, the lower the rate.
"Eco-collection as such is not an end in itself. It is more important to create mechanisms for regulating eco-friendly approaches in packaging production. For this purpose, a methodology for calculating the eco-collection has been prepared, according to which the rate for less environmentally friendly products will be higher. Thus, the eco-collection is aimed at stimulating manufacturers and importers to self-recycling and using more environmentally friendly packaging in their products," Denis Butsaev said.
Natalia Belyaeva, an expert of the Scientific and Technical Council of Rosprirodnadzor, stressed that huge sums are already being allocated from the budget for the reclamation of landfills, the cleaning of natural landfills, and the elimination of accumulated environmental damage. Last year, discussions were already held with the business about increasing responsibility for materials that are used in production. She called the increased coefficients a soft measure of impact, since it is impossible to stop all business processes related to the production and supply of raw materials.
"The reform of the ROP is an inevitability, the fact that it does not suit everyone is clear: it is inconvenient, I do not want to, it is scary (especially against the background of negative law enforcement practice, exposing the problems of systemic errors of the conceptual apparatus and procedures of the licensing system, trickery and unprofessional attitude to environmental measures on the part of all industry participants)," Belyaeva said.
She drew attention to the fact that over the six years of the work of the ROP, many companies "have learned to be great with documents," while the industry has practically not come close to processing. Therefore, a huge amount of waste cannot be recycled, and the garbage will go to landfills. Moreover, new waste disposal facilities will be built, fines will increase, and garbage collection will become more expensive.
"Is it possible, under such circumstances, to say that the Ministry of Natural Resources should step back and dutifully wait for the garbage to be added so much that its cleaning will become simply brilliant and the fines levied by Rosprirodnadzor, which today delight with their zeros, will seem like counting sticks from a first-grade textbook? What year should we wait until? Why did 6 years of work of the ROP not move us a single gram to processing, but it showed how well everyone learned to be clever with documents?" added Belyaeva.
Ildar Neverov, the public Business Ombudsman for Ecology and Nature Management of the Office of the Presidential Commissioner for the Protection of the Rights of Entrepreneurs, also pointed out that discussions had already been held with the business, and the rules of the ROP had been agreed.
"The basic basic principles of the functioning of the ROP, including the calculations of the eco-collection have already been agreed during a number of meetings with representatives of the Ministry of Natural Resources, the Ministry of Economic Development, the Ministry of Industry and Trade, business associations. Any postponement, shift to the right until 2025 or another date will be a rather serious blow to the reform, which is now being actively implemented," Ildar Neverov said.
The expert added that price increases due to the increasing coefficients are not expected, it will be hundredths of a percent, or the growth will be so insignificant that it makes no sense to discuss it. Rashid Ismailov, the head of the Russian Ecological Society, agrees with him. In this regard, he called the rhetoric of business speculative. It is aimed at ensuring that consumers share responsibility for environmental pollution with entrepreneurs. He called the increasing coefficient a commensurate fee.
"The increasing coefficient is an increase in the responsibility of manufacturers and importers for the disposal of products. The fee is proportional to the damage caused. In addition, this approach encourages the rejection of the use of non-recyclable materials.
As for the discussion on postponing the reform of the ROP to 2025, these are clear attempts to block the implementation of the approved government Concept. Once again, we have to state that the past 5 years is a sufficient period for inclusion in the real concern for the environment," Rashid Ismailov said.
The draft methodology for calculating the eco-catchment was prepared by the Ministry of Natural Resources of the Russian Federation at the end of September. After improvements, it was agreed by other ministries, in particular the Ministry of Industry and Trade, the Ministry of Economic Development and the Ministry of Agriculture. In essence, the document replaced the concept of "base rate" with "the amount of unit costs for the collection, transportation, processing and disposal of a certain type of waste (CPS)".
The methodology provides a formula by which the eco-collection rate is calculated — the base rate is multiplied by an increasing coefficient from one to five, depending on the environmental friendliness of the product and packaging, calculated as a ruble per ton. There are five increasing coefficients in total, four of them relate to packaging: the coefficients of recoverability and recyclability, the coefficients characterizing the level of ensuring the need for secondary raw materials and the number of cycles of processing packaging components. In addition to these four products, there is another coefficient that takes into account the duration of the life cycle of the product. As a rule, it affects electronic and electrical equipment.
As for other materials, there will be only one coefficient for transparent glass, which obliges companies to pay only at the base rate. But for brown, the coefficient of the level of ensuring the need for recyclables is also added, since such glass is unclaimed. Plastic and paper will only have a recyclability coefficient, and polystyrene has as many as four of them, because it is economically impractical to recycle it.
At the same time, if the packaging does not fall under any coefficient, then you will need to pay the eco-collection according to the standard.
