According to Deputy Prime Minister Victoria Abramchenko, this measure of support is aimed, first of all, at ensuring the stability of the solid municipal waste management industry, supporting the activities of regional operators and maintaining uninterrupted provision of services to the population.
“Our task is to ensure uninterrupted and stable work on the provision of utilities in the field of waste management in the context of a simultaneous increase in the volume of garbage and reduce payments. At the same time, industry support should be as equitable as possible and take into account the financial models of regional waste management operators. Based on the received data from the entities on compliance with the rules for the distribution of financing, the first support will be received by operators from 67 regions of Russia in the amount of 8.1 billion rubles,” said Deputy Prime Minister Victoria Abramchenko.
Support is distributed to all Russian entities, with the exception of Moscow, St. Petersburg, the Khabarovsk Territory and the Jewish Autonomous Region, which have not yet switched to organizing solid municipal waste management activities by regional operators, as well as the Tyumen Region, Khanty-Mansi and Yamal-Nenets autonomous okrugs with high budgetary security.
In total, in accordance with the consolidated budget list of the federal budget in 2020, budget allocations in the amount of 9.25 billion rubles are provided for the provision of other inter-budget transfers to the budgets of the constituent entities of the Russian Federation in order to provide activities for the provision of public services for the public in handling solid municipal waste. Thus, the remaining funds in the amount of 1.15 billion rubles will be distributed among those entities that have not yet provided information confirming the fulfillment of the conditions.
